Social Protection of Population

In the city there are about 98,8 thousand pensioners (including 15 thousand invalids), 446 orphans, 188 many-children families, who grow 849 children. The state social help and help for families with children are given to more than 20 thousand city citizens. That’s why the city council and its executive committee pay permanent attention to questions of social protection.
The executive committee pays permanent attention to improving of social protection of population. For last years in the city the net of institutions of social services for citizens have been formed:

1. Centre of prevention of early social orphanhood – Centre of Mother and Child;
2. Regional social-labor centre for children-invalids;
3. 3 district departments of Red Cross society;
4. By 3 district councils the departments of social protection of population and territorial centers for serving of lonely disabled people are organized and are working.

Accepted be the city council, the following social programs work:

   1. "The Youth of kherson";
   2. City complex program “Social protection”. It is assigned to provide target help for the most socially vulnerable layers of population with the help of receipts from state and city budgets.
   3. "Municipal bread" for providing help to little-protected layers of city citizens.

Within the limits of performing of city complex program “Social help” due to finance from city budget 18 apartments of war-invalids and people, who are protected by the Law jurisdiction, were totally reconstructed.
The wage in real sector of economy has greatly increased – for 28,5% in comparison with the same period of the previous year. Nowadays it is 1139,3 UAH.

Pensions, social help for population and wages of state employees are paid in proper time.

The development of positive tendencies on the labor market was provided. From the beginning of the year at the enterprises, organizations and city institutions 9471 job-positions were created, in particular in spheres of economy - 3622. 2662 units of entrepreneurial activity were registered.
The volumes of receipts of taxes and dues, paid to city, regional and State budgets were increased. Due to this social problems are solved, uninterrupted city activity is supplied. The spheres of education and medicine were financed predominantly.
Revenues of city territorial community for 9 month of this year were 353,7 mil. UAH, that is for 76,4 mil. More in comparison with figures for the same period of 2006.
By the end of September of 2007 at the city center of employment 11343 unemployed were registered. For this period 6663 of them have been placed in a job positions.

Within the limits of program of housing providing for youth Kherson regional department of State fund of assistance for youth house-building for giving privileged long-term credits for young families for building and house reconstructing is expected to obtain 602,6 thousand UAH from the city budget this year.

According to legislation in force, budget institutions of the regional center – hospitals, preschool and educational institutions are fully supplied with food products due to finances of the city budget.
