Kherson – Vision of the Future
Kherson is the city of shipbuilders and dockers, machine builders, metal-processing workers, chemists, educators, students, builders – enterprising and energetic people, writing new pages of its history. Certainly, our society doesn’t live without trouble. But it has confident vision of its future and has been building it persistently. Thus it gives rise to new manufacture and modern technologies, restores temples and erects new ones, takes care of orphans and aged people, brings up the new generation of Kherson citizen devoted to Ukraine, ready to serve it.
Each city community cares of the development and comfort increase of the environment where it lives, works and has its rest.
Priority ways of Kherson further growth and consolidation of its economics are the development of export-directed and import-replacing industries, development of small and medium-sized businesses, deployment of new telecommunications networks, transport infrastructure, development of housing and communal services.
The strategic goal of Kherson city development is
- the increase of citizens’ scale of life based on economic growth;
- increase of social securities level and improvement of citizens’ social service;
- securing of stable operation and development of city life-supporting systems.
General strategic ways of city development:
- encouragement and arrangement of conditions for strengthening production financial stage and increase competitive goods issue;
- building development, including housing construction;
- encouragement of city life support systems;
- development and perfection of city transport infrastructure;
- development of tourism and recreation complex;
- making investment-attractive image of the city;
- development of small entrepreneurship;
- rise of employment rate, creation of new workplaces;
- arrangement of conditions for self-actualization of the young and children and teenagers’ personality development.
Specific strategic priorities are provided for each strategic way – spheres or activities that have compatitive advantages.
Thus, in «Encouragement and arrangement of conditions for strengthening production financial stage and increase competitive goods issue» direction the priorities are:
- machine building, maintenance and assembly of machines and equipment, stimulation and development of shipbuilding, production of combine harvesters and other agricultural machinery, powerful electric pumps, automobile and tractor electrical equipment, assembly of busses;
- food industry and recycling of agricultural products (complete provision of citizens with the production of local commodity producers by means of bakery and confectionary diversification, increase of vegetable and animal oil, sausage goods, dairy products, production, fruit and vegetable teen food, soft drinks production on the basis on modern technologies);
- nonmetal goods production (building materials, glassware) – production of high-quality mural materials, launching the production of modern building materials and production of European-type glass jars and bottles of different capacity;
- chemical and petrochemical industry – production and diversification of high-quality veterinary biopreparations and plastic and metal-plastic goods.
For the purpose of encouragement of city life support systems a complex of measures in housing and communal services renewal and development and reconstruction of city sewerage system by means of realization of Improvement of Kherson Citizens’ Water Supply and Draining Program, 2002-2005 and till 2010 Kherson Housing and Communal Services Modernization and Development Program, Kherson Street Illumination Development and Improvement Program, City Utility Enterprises Support Program.
The complex of actions in «Development and perfection of city transport infrastructure» comprises: perfection of transport connection of the city centre and attached territories with its western part and Shumenskiy district; arrangement of additional transport connection of Tavriyskiy and Dniprovskiy districts of the city; renewal of communal trolley and bus parks; making favorable conditions for the renewal of city private carriers’ rolling stock used for the conveyance of passengers on city bus routs; rout system improvement on basis of different types of public transport integration taking into account its qualitative and quantitative composition; optimization of quantity and effective use of rolling units on the routs; putting into operation new automatic telephone systems and replacement of the old systems with digital ones.
City tourism and recreation complex is worth special attention. It stipulates arrangement of inner-city landscape-recreational area on the left bank of the Dnipro by developing cultural establishments, physical training and sports buildings and beaches, construction of water-sporting and youth-festival centers etc.
To improve investment-attractive image of the city the informational base of innovative-investing projects of industrial enterprises has been created and constantly renewed.
For the purpose of entrepreneurship activity stimulation establishing of Recreation center is provided as the means of broadening entrepreneurship support structure, as well as realization of the Program of Small Entrepreneurship Development.
In «Arrangement of conditions for self-actualization of the young and children and teenagers’ personality development» direction there will be kept the gifted youth supporting by the increase of municipal scholars number, cooperation with the departments, conducting youth work in other regions and countries, arrangement of young leaders’ schools and establishing City Youth Job Placement Support Center, supporting contests, festivals, seminars. That have already gained popularity.
Goods of Kherson trademarks are known in near and far-away countries. The city is open for cooperation and business communication. Its industrial complex has a great economic and intellectual potential.
Representatives business circles from different countries show their concern in cooperation with the city. The city is a member in many international organizations. Alongside with cities-members of the International Black Sea Club it has gained an opportunity to take part in planning perspective development of coastal cities all and sundry as we have many joint activities. E.g. tourism, transport infrastructure extension.
All citizen are united with a passionate love to the city, an unbearable desire to make it comfortable for life, open for guests and business partners. And this means that Kherson has a marvelous future.
